Blown fuse, bad ECU, broken wire.

The relay that you changed was the big one by the hood release handle that says "RELAY-MAIN" on it, right? See if the relay clicks when you turn the key but don't crank. Check for power entering and leaving the relay by looking up on the schematic the wires that come from the fuses and the one that goes to the fuel pump.

Bad ECU is rare but if you're susre the relay is good it could be the problem. Usually when the ECU is bad, the CEL will come on and stay on when you turn the key on and don't crank. It should come on for 2 seconds then go out.
