Fuse 31 Crank no start

Question Fuse 31 Crank no start

I have a 1996 Honda Civic EX VTEC 2 door automatic. My family has owned this car since it was driven off the lot, well maintenance and it only has a 103000 miles on it as of now. My Issue began when my car was stolen. I got it back approximately 4 months later, and when I went to pick it up I put the key in and other than it being extremely loud and a little slow it started on the 1st try. I drove it home slowly drive it home slowly and loudly.. I replaced the Ignition cylinder And bypassed the catalytic converter. And after that I drove it a few times a few times literally, went out to start it one day (approximately 2 weeks after I got back) and the battery was toast. So I replaced the batteries and everything seemed fine other than eating some adjustments on the exhaust fix I was doing it seemed fine. Then someone Decided to put Maple syrup in my gas tank. Luckily I caught it before I ever turned the key on So I towed home. It was literally almost out of gas the lowest it had ever been since we owned it, so I decided to go old school. Made a concussion with vinegar lukewarm water and 2 to 3 drops of dawn dish detergent put it in my tank scrubbed and scrubbed with a makeshift cleaning tool that I've created to go down in there get a couple more rounds like that, pulled the drain plug and proceeded to rinse it for 4 days.. I rinsed it into the water was clear as clear could be. Then I let it dry for 4 to 5 days(111° Las Vegas summer). In the meantime I decided to go ahead and replace the fuel pump and sending unit just in case. Then I then put it all back together when to start the car, and I had a crank no start.. Next I went to the fuel filter thinking the fuel filter is thinking I'd be the next logical place. Replace the field filter again crank no start. Then while trying to figure it out, my starter went out.. So I replaced my starter still cranked no start. Next I replaced my Spark plugs and sparkle wires again no again no start. Next I decided to do my distributor, Still crank but no start. I have spark compression and fuel yet no start. I replaced the PCV valve thinking hopefully maybe that had something to do with it. Still crank no start so I went back to my fuse Box and check out all the fuses one more time to find out that number 31 is cold as cold can be there's no juice going to it whatsoever. I don't know how to rectify that or how to find the relay that it's connected to if it's connected to a relay, or if it's a ground or what the issue is. I tried reading the wiring diagram but it's still does not necessarily make sense to me. Can any one help me with this? Or have any advice?
