Default Hard to Start when cold

I have a 2000 Civic EX, 100K. Lately I have a problem starting the car in the morning or after it sits for a few hours. I have to crank it for 20-30 seconds and by the 3rd or 4th try it will start. This happens regardless of how much gas is in the tank (happens when tank is full or 1/8 full). I just replaced the fuel filter, didn't help. It almost sounds like the fuel line is loosing pressure and needs to be charged up again? Has anyone had this happen and if so, what was the cure. Thanks for you help.

Try turning the key on (do not crank) for about 3 seconds to prime the fuel system. Turn key off and back on 3 times or so then crank. If that helps, it is because the fuel has run out of the lines because the check valve in the pump is bad. It really doesn't affect anything else so it's not worth replacing the pump over just that problem.
