Default Headlights intermittently work

I actually have 2 problems with my 2001 honda civic ex. 1) The headlights do not work. I have changed the bulbs and i am pretty sure i replaced the right fuses. The High beams do work and i believe they use the same bulb. Also, the headlights did work for a few days a couple of weeks agounless i am going crazy but for now it doesnt work at all.

My second issue is that when i drive, my car is running a little loud but only when driving straight or turning left. As i turn left the noise gets a little louder however when i turn right, everything sounds fine and there is no sound problems. Not sure what to do. I am actually not that bad with cars. Changed spark plugs, brakes and oil and air filters but these two problems have me stumped. Any ideas would be greatly appreciated. Thanks.
