Heaters stopped working

i was driving my car today and the heaters were working fine then noticed the windows foggin up and realised the fans had stopped working completely and no heat.. i checked the heater fuse and its grand but i haven't a clue what to do now its a 03 civic..

There are two blower motor fuses - #12 and #14.
