You could look for frayed wires in the harness, but that was a problem mostly with 1996-2000 models.
The fuse under the dash. also when i put in a new fuse and listen to the engine run I think I can hear arching.

I would strongly suggest that you consider getting a new alternator. I do not think the circuit is sound and unless something else is amiss with the circuit, I would think that it is the alt. New or remanned alternators have been known to be bad. It is the curse of our manufactoring process, nothing is ever built perfectly all the time.
