Default help on a 2003 civic ex

been getting obd code p1259....ran engine block code (d17a1) saying a non vtec..have a spark plug cover that says vtec.. at times high idle and won't go over 4000 rpms. I replaced O2 sensor, MAP sensor, and spark plugs. Any suggestions or advice would be much appreciated.

I don't know that code. When you have a code, you have to deal with whatever that code may cover. And test the parts til you find the defect.
Just replacing from one end to the other is the old way, from before they had codes. The codes are there to prevent that, and allow you to just repair the defective part. Only.
Run that code down, then start there.
