HELP, 95' CIVIC EX died & won't restart. Fuel pump isn't running

Default HELP, 95' CIVIC EX died & won't restart. Fuel pump isn't running

New to the forum, just found it, but am on dozens of other forums. Got a real problem here:

My brother inlaws 95' Civic Ex w/Vtec swap diethe other day while he was driving in traffic.
It won't restart and we can't see to find the issue.
So far we have replaced the fuel pump and replaced the Main relay under the dash that controls the fuel pump.
It seems that the fuel pump isn't coming on at all.
What else could it be?

I don't have the diagram here, but there are 3 or 4 fuses involved. I think one of them is in the box under the hood.

Does the check engine light come on then go out when you turn the key on but don't crank? During that time the pump should run then go off when the light goes out. The main relay will click.

Go back to the pump and check if power is reaching the pump connector (the plug under the seat outside the tank). Also check that the pump ground wire is connected to the bolt behind the seat.

Does the starter crank the engine?

Do you have spark?

When the key is turned to ON (II), does the CEL stay ON or turn OFF after two seconds?

Check whether fuses 31 (under hood) or 24 or 18 (under dash) are blown.

Check whether the crucial ground wire located on the thermostat housing is loose or corroded.

Could check connector at the fuel pump, probably already did but seen the connector get burnt up.
