Default HELP!? Losing power 97 civic dx

i picked up a 97 civic dx 5 speed as my commuter car, paid $1500 for it. has 170k on it. in good shape. put new air and fuel filter, plugs(ngk) gapped at .043. new wires,distributor. ran some marvel mystery oil through it to clean it out.then did oil change with maxlife high mileage 5w30. added a can of restore to it. the car feels like its lacking power since i got it. its a tad batter since the tune up. first gear is ok,feels like theres a tad bit of hesitation in 2nd gear accelerating.and 3 and 4th feel kinda gutless. like not real easy to get up hills on highway. i know one factor that me be playing in. car puffs out a very little bit of blue smoke every now and then,not constant and not alot. but there is a lot of carbon that gets on the rear bumper. did compression check 3 cylinders were in the 180-190 range and one cylinder was 160. so one is a tad low, i think its the rings. but i dnt think this is the only factor in my problem. im thinking the cat or 02 sensors,car threw a 420 code weeks ago never came back on but since then seems my mpg is worse and power is worse.
whats your input?

my dx is pretty gutless too. need a good tailwind, and a downhill, just to pass someone on the highway.

Have you adjusted the ignition timing using a timing light?

That one bad cylinder likely contributes to the low power. Do a cylinder leak down test to find out why.
