High idle

I have a 1988 civic lx. As soon as i start it the engine goes to 4500rpms. I replaced the radiator and bled the cooling system. i tested the throttle position sensor and it was ok. replaced some vacuum lines in bad shape. Not sure what is causing this? Need help please. Thanks.
