Exclamation Honda Civic 1999 LX Heat motor does not power fans to go on

Hello,
I hope this is posted in the right sections.

I have a honda civic 99 lx. The fan **** to control the rate at which the fans spin does not seem to kick in. I tested it all the way to maximum. from 0-to max-1 slot there is absolutely not response for 3 minutes. I then click it to the Max, 1 second delay the fan turns on.

I reassumed that there is lack of power at spin 0-(max-1).

Does this mean the motor that is hidden behind the glove compartment is defective?

Is there any suggestion on what I can do?

I would look into the resistors that control the fan speed. They might take a minute to get up to heat. Which is a problem
