Default 1999 Civic - heat by hand/emergency brake?

So either its been happening and I've never noticed or its a new occurrence. While driving today, I noticed heat coming from the hand/emergency brake area of my car. Is this normal? Safe? Can anyone tell me if they know what this is happening?

Thanks!

The exhaust pipe is right under there. Check the exhaust system for leaks. Expect some heat though even if the pipe is intact. I think most Civics are supposed to have a heat shield attached to the bottom of the car there, it would help some.

Our 07 Civic 4DR Sedan has heat vents from the heater running to the back seat "foot warmers" via the hump.

Check your shifter seal on the floor I have the same problem with my 2k civic and was under it one day and found the gromit for the O2 sensor kinda hanging out of the hole it solved most of the heat issue but not all of it and I know the up to 2000 civics dont have "footwarmer" vents in the floor to the rear
