best is to use a dremel and make a dash in them then use a falt head screw driver to take them out.

a you need a better pictures for us to see it better. its just a blur

but its either a star or allen head with maybe a center pin. with a punch and hammer and drill you can make your own special center drilled tool. just put the right socket set and punch the center to keep the drill in the center and just drill away.
i just dont recomend a really good tool! just your standard tool will drill the easiest.

but to make it faster then just use the dremel and cut the head to fit a flat screwer like said above by 94civic...

its the ignition screws the factory tightens them down and breaks the heads off.

Your camera is trying to capture the stuff on the table so it is blurring what is close. My cheap camera works better on close stuff if you set it to focus on a close object (like my shows a person in front of a mountain)

btw another way i used is a hacksaw to cut a dash into it and then use a flat head screw driver to remove them.
or a good pair of needle nose vise grips.
