Default How to test speedometer

So I have a 1995 Honda Civic EX with a MT, i was wondering if there was a way that i would be able to test the Speedometer with the cluster outside of the car? I mean is there a way i could apply a range of voltages (very small <5V) to a certain place in back to test functionality?

Focus your troubleshooting on the lack of battery voltage from the under-dash fuse box to the VSS along the Yel/Blu wire. Without power from this wire, the VSS cannot function, which explains your failure to detect voltage on the Yel/Wht wire that runs from the VSS to the speedometer.
