you may have a bad tps sensor, now to adjust the timing you have to jump the service plug then adj dizzy. the service plug is the plug to pull the cel codes. once your done adj timing remove jumper.

When you cleaned the FITV did you screw the white piece all the way in and then back out 3-4 revolutions?

i doubt it because the ecu will not allow it, if the service plug isnt jumped and you turn the dizzy the ecu will correct it.

First the basics: Make sure there's no air in the cooling system (bleed it). Check for any ECU codes. Set the timing to spec. and leave it alone.

Warm up the engine and then unplug the IACV while it is running. With the IACV unplugged, the engine should slow down to below normal idle, or even stall. If it doesn't, air is getting in somewhere. Take the intake pipe off and see if air is being pulled through the hole before the throttle plate that leads to the FITV. The FITV should be completely closed with engine warmed up. Also the IACV should close off with the wire unplugged.

i say , unplug the iacv when its surging, any difference? plug it back up then unplug the tps and see if any change.
