Default Idle problem

I have a 95 civic hatchback with a d16z6 swap. Its currently experiencing idling problems where it normally idles around 1500 to 2000 rpms. if im stuck in traffic it almost hits 3000. Also sometimes will drop down to 1000 than hops back up to 2000 and will keep doing that. I just replaced spark plugs and lines. Could it be an IACV problem?

Also when accelerating especially on highways or during the first 10 mins of driving it seems as if it either isnt getting fuel or not sparking cause it will stop accelerating and i have to let off and put back on the gas. Not sure if this is a fuel pump or distributor problem. Any suggestions on either would be greatly appreciated
