Ignition switch help

I have a 2004 Honda Civic, the ignition needs to be replaced. The key wouldn’t turn at all. I’ve taken out the bolts that hold the ignition to the steering column but the ignition will not come off. I think it’s due to the steering wheel being locked. Can you guys help with a fix for this?
