Inner Taillighst Not Lighting Up

Default Inner Taillighst Not Lighting Up

So on my '99 DX, the taillgihts are in two pieces. One piece on the frame of teh car, and the otehr half on the trunk. The lights on my trunk wont light up ever. Brakes, blinkers, flashes, running lights, nothing. They never turn on it. It's not the bulbs becaseu i've tested them with other working bulbs. So my question, when are they supposed to light up, and why aren't they?

If i recall correctly, the inners are only supposed to light up for running lights, brakes, and the bottom ones for reverse

is there a large fuse (in the fuse box in my engine bay) that could have someting to do with this?

the inner lights are running lights as well as brake lights, the clear part is your back up lights

if they all stopped working at once, then i would check the fuse box, also try looking for any wire that doesnt look right
