Interlock problem

Interlock problem
I have a '05 LX the steering wheel is able to turn WITHOUT the key in, also gear selector is able to move out of park WITHOUT the key in. I was thinking either the ignition lock or trans interlock but don't understand why both would not work. Brake lights are fine, fuses are good. HELP!!
