Seems about normal to me. Some cars run high RPMs, some like it low. My friend's Ford Escape hardly ever gets above 2000, but my civic and the jetta I used to own all seem to be much more comfortable around 2500 to 3000.

...if it is manual then you control the RPM, shift up or down... Let off the gas and the RPM will drop... if you are saying that you cannot stay at 70 if you let off the throttle then you probably have wear in the tranny/suspension/axles somewhere that is acting as a kind of brake or interference. Would need more details though because I dont really understand what you are saying

Our 90 Honda Civic automatic runs 3200 rpms @ 70 mph in overdrive. Honda's run on a high rpm compared to other vehicles. I think the Redline is like 6500 rpms. My Suzuki SV 650S runs 6000 rpm @ 80 mph, with a redline of 11,000 rpms.
I wouldn't worry about it. Ours get 30-36 mpg running like that.

Thanks for the replies and letting me know thats normal. @Turtlegrip those rpm's are in 5th gear, I have noticed the right break pad is worn more than the left but there are times i feel it pull to the right and all tire pressures are the same and there are times it does not pull to the right, what other kind of info do you need? and i had the pressure plate and clutch replaced when the motor was 3yrs ago and only have put 12k on it

3k really isnt that bad so you could just drive slower if it continues to bother you ;p
As far as the brakes wearing at different intervals, you probably want to bleed the brakes and get alignment dont, but i wouldnt worry about slight pulling to the right because most roads are angled to the right for water to runoff so that will pull you slightly sometimes.
