Default less power when going up hill normal?

hi,

so I have a 1996 honda civic non-vtech with 150,xxx miles on it and it is automatic. I noticed that when i'm going like 45 miles an hour and i start going up a hill that is about 20 degrees the car doesn't go as fast more like 33 miles an hour. is this normal? if not what could be the problem?

i'm sure if i floored it i could go up to 45 on the hill but it just seems odd that it does that
