Lock Question

i have a 98 civic ex and the 2 pully tabs to open my trunk and gas tank on the side of the drives seat well and theres that key lock type thing next to them, what does that lock control?

It locks the trunk so that if you were valeting the car or someone else besides you were driving the car they cant get into the trunk unless they have the master key. Its basically for valets.
