When Iputmy carin nuetralthe tac reads thats that its idling at about 100 rpms not 1000 one-hundred. Is this a timing problem or something else? Thanks for your help.

Are you saying that the idle speed is low or that the tachometer is giving a faulty reading?

What year/engine Civic?

This sounds like a faulty tach. I believe the engine would stall or be about to stall at 100 RPM.

YEAH I THINK IT WOULD KONK OUT AROUND 300 RPMS OR SO. DOES IT SOUND LIKE ITS IDOLING FINE OR OR DOES THE WHOLE CAR START SHAKING LIKE ITS ABOUT TO KONK OUT. IF SO CHECK TIMING. START BY ADJUSTING THE DISTRIBUTOR. BUT BY THE SOUNDS OF IT YOU NEED A NEW TACH. IF YOU GOT ANY BUDDYS WITH AFTERMARKET TACH HOOK ONE UP TEMPERARILY JUST TO SEE WHAT IT READS. PLUS STOCK TACKS HAVE SO MANY DAMPNERS TO STOP THE NEEDLE FROM SHAKING ON THEM THEY DONT REALLY GIVE YOU ACCUATE READINGS AT ALL.

I think DeadbeatKarma means just a little over 500. On the stock tachs, the last line is for 500 rpms, not 0 rpms. it should be idling around 650 or so. I think 1100 is way high

Don't trust the dash tach to measure idle speed. If the engine sounds like it's idling properly, not racing or shaking, it's OK.
