Default Maintenance on New Used 2003

I just bought a used 2003 Civic LX with 58,000 miles on it. Last week, I took it to Jiffy Lube to get the regular oil change. They tried to sell me a lot of service that I think is unneccessary, but some of it I'm not sure about. On my reciept, there is a section for "service comments." They said that this was the recomended service by the manufacturer. Some of the comments are:

REC. CABIN AIR FILTER REPLACEMENT
REC. TIRE ROTATION
REC. FUEL SYSTEM SVC.

My guess is that the vehicle will be fine without the old cabin air filter. I'm not sure if the tires need to be rotated or not. Two of them are new. As far the fuel system service goes, I don't know what that is. Is that something I need? For some reason, the maintenance rec'q light is coming on when I start the car. Am I suppose to reset that myself?

First, check out the Civic manuals at the link in my signature. You can change the cabin filter yourself (pretty straightforward).

Your tires indeed may need rotating - shop around for the cheapest shop to do this. Some might even do it for free to get your future business.

Regarding the fuel service, simply ask them why they think the service is necessary and what specifically they plan to do. Is the check engine or maintenance light ON? Your owners manual should tell you how to reset the maintenance light.

I would think the fuel system service that they try to sell you is probably the fuel injectors cleaner that you pour in the gas tank.
