Default misfire

hey guys,
So I have a 99 EX coupe single D series vtec.. its a solid lil car and some small tasteful mods have been done so far. I plan on doing a complete d series build come the next few months. currently though I am experiencing a misfire in cylinder #1, cylinder #2 and a multiple cylinder misfire. I know my 2nd o2 sensor (the one after the mani) is fouled out as well. Im not sure the problem seeing that it only misfires coming out of the clutch in 1st gear and occasionally in 2nd gear but only between 1,000 to 1,300 rpms once I pass that it levels out and I have no problems. I did pull the plugs this afternoon as that was my first thought, they had a good gap on them but were charred white instead of the typical black so I would think that I'm running lean (which would be o2 sensor) but I wouldn't think that would cause all the misfire. my plugs were cleaned, wires cleaned, snug and secure. distributor is fairly new along with thermostat, water pump, timing belt etc. does not knock nor leak oil (does burn some, maybe a qt a month, if)..
if anyone can help, point me in the right direction to the cause or fix it'd be greatly appreciated..
