need help with my 87 civic 1500 dx

Exclamation need help with my 87 civic 1500 dx

right now the car has a 1.5l carb engine in it. the carb has been rebuilt with all new gaskets the problem I'm having is when it reaches operation temperature it idles really high and tapping the gas pedal does nothing to help it. what could be wrong?

Make sure the throttle cable goes slack when no one is pressing the gas pedal.

There is an idle speed adjusting screw on the throttle shaft, I think it is on the right side of the carb down low.
