No power to the starter

No power to the starter
Just finished swaping my engine and I go to start it, but all I hear is the click of the relay under the dash (the one directly under the radio). Checked and there is no power going to the starter.
Anything obvious you can think of?

Jump the small terminal on the starter to the battery to confirm starter works. (must be in neutral of course). Make sure the push on connector for the small wire at the starter is secure. You'll have to trace the black with white stripe wire back to the key. It goes through neutral switch or clutch relay depending on the type of transmission. Look under the dash for aftermarket anti-theft system cut into the wire.

Well I was able to find where they had run a new wire from the ignition area to the starter, BUT it still doesn't start now. While checking out the new distributor I found that the screw that holds the rotor on was laying in the rotor. I believe that this is what caused the previous engine to stop working. So a new cap and rotor later it still wont start. Thinking I put the rotor on 180 out I went ahead and put the wires on 180 and still nothing. It is getting spark, I can smell gas and the compression is good on this new engine.

Check timing all the way through-- set engine to TDC1 using the marks on the crank and cam then remove cap and confirm rotor points to wire #1. The wires are 1-3-4-2 going clockwise looking at the outside of the cap, and cylinder 1 is the one farthest from the distributor.
