noise near back tire while driving

okay so when i reach about 35 MPH there is this high pitch noise souds like my wheel bearing are going out but i check them and they seem fine the is constant and is still there even if the is no gas given. i have a 98 civic dx with rims and a new suspension i dont think that they have anything to do with the noise but not sure. also the is a vibration when i hear the noise and can feel it almost all the way in the front seat. i dont know what it might be if you have any idea help!!
