Default Oil on Spark Plug

Hi everyone.
I am new to this forum and think it is great.
I have an 05 civic DX.

Today I changed the spark plugs and noticed one had some oil on it.
I am wondering what the problem is?

I had the timing belt and water pump done a couple months ago, by a local mechanic. When I got the car home there was a number of loose bolts.
Could it be something that he done?

Thank you in advance for any help

It's probably just a bad spark plug seal in the valve cover. Is there blue smoke in the exhaust?

I have not noticed any blue smoke.
They said they replaced the valve cover gasket when they did the timing belt.
