Overheating, cooling fans not coming on

Default 99 civ, Overheating, cooling fans not coming on

My cooling fans will not come on, ive checked fuses and switched relays they turned out good. But when i Short out my connector running to my thermostat (fan switch) itself the fan kicks on. i replaced the fan switch with high hopes of it running but no luck there. im at a loss, any ideas??

The fan will not come on if there is no flow through the radiator-- due to lack of coolant, clogged radiator, thermostat stuck closed, etc. Test drive with the connector jumpered so the fan runs all the time and confirm no overheating. If it still overheats, obviously the problem is something other than the fan control.
