Double check the vacuum connections at the tank and at the engine, there should be a diagram sticker somwhere under the hood. Make sure the connection at the sensor is clean, and that it has a ground. (Would be a good idea to check a service manual, but one wire should lead to ground.) If you get ambitious, you could check continuity between the sensor connector and the ecu. If you happen to have a spare ecu handy, swap it out and see if it goes away. Another thought, is it possible your tank has a hole in it? If there is no hissing sound when you take the gas cap off there is probably a leak somewhere.

Did you check all three ftps wires?

yep 1-2 was 5.12 v and 2-3 was 3.81, which honda said was ok, and then i checked the continuity from #3 to ground and no beep so that says the ecu maybe bad, but then i checked the 1-2 again and i got .05v and still 3.81 to 2-3 so im alil lost

Do you think maybe the ECU wasn't replaced? Maybe there was an engine swap but not the ecu. That could definitely throw codes at you.

Or just switch the wire to the correct hole without having to splice in the entire plug
