Passenger side seat belt will not move when open or close door on 90 Civic

Passenger side seat belt will not move when open or close door on 90 Civic
Have a 90 Civic w/ the passenger seatbelt will not move on the track when you open or close the door. Any ideas as how to fix this, b/c its really unsafe to have anyone ride w/ me in the passenger seat.
