Default Please Help;Tach Problems

I dont know if this a common problem with civics or not but my tach is off about 2000rpms. Ive taken the needle out and tried putting it back in 2000 higher but that didnt work. i tried pushing it up 2000 while drive... didnt work. does anyone know how to fix this besides buying a whole new cluster. Could it be a problem with the wiring?
