Default power steering

hey, whats up guys, just gotta quik question. Right now i dont have powersteering, or rather i do, i just dont have the belt on it so it doesnt run. I decided that its too much of a bitch to live with so im going to put the belt back on. I was wondering how you loosen one of the pulleys so u can get the belt on, i couldnt make it budge.

there is the pulley bolts, then i think there is a little wingnut on the top you loosen to drop it down.
