Default Power steering problem

02 civic ex no powersteering. Motor was taken out so fluid was not drained. Now motor back in new honda fluid and no power steering. I bought the car in pieces so i dont know if it worked before taken apart. Pump is spinning with no noise. Is it posible to have air traped somewhere. Ive turn from lock to lock several times. And ive drove car about 30 miles and nothing has changed. No sure where to go from here the rack or the pump.
Thanks for any help

I'd take the lines off of the pump and make sure it is full of fluid. Then turn the pulley by hand and check that it actually pumps. Ordinarily air doesn't get trapped but if you started completely dry it may need to be primed.
