Default power steering weak

My power steering is weak. Just some basic info.
1995 Civic LX, 4 dr, D15B7. All stock.

I changed out the power steering fluid. The old fluid was kind of dirty. It's not leaking. With the new fluid, I'm not getting any better power steering. Anyone have this similar situation?

What to do? Replace the power steering pump?

Start by checking whether the power steering belt is loose and whether it is slipping because oil was spilled on it.

The picture may help you proceed with additional troubleshooting if the belt is fine.
