Default power window quick question

I have a 93 civic ex 2dr
and my question is am i suppose to have either 12v or power to the connector that hooks up to the window switch with the key on and all fuses are good? b/c when i put my multimeter or my test light to see if theres power going to the switch i get nothing. so what do you guys think may cause this problem. i dont want to go ahead and buy a new motor and regulator without knowing why i'm not getting any power to the switch first. thanks

Yes, depending on how you are doing the voltage test and which terminals you are testing:

ok guys i put direct power to the white and yellow wire to the connector of the switch and my window started working so now i'm down to 2 possibilities an open wire or a bad relay. Does anyone know how to test the relay before i go tracing the wire. thanks

First check whether fuse 5 (under-dash) or 36 (under-hood) is blown.

If these fuses are fine, test the power window relay in the under-dash fuse/relay box as follows:

Start by using a test light to determine whether you have power at fuse 5. With the ignition key ON, briefly touch one probe to the battery side of fuse 5 and the other to ground. If the test light turns ON, then you have power. You may also want to use a continuity test to verify fuse 5 is good.

If all the above tests are fine, then use a continuity tester to check the WHT/YEL wire leading to the window switch.
