Exclamation RPM needle under 1000x RPM.

Hi guys,

Ran into a bit of a problem on my way to work to work, and I noticed my needle that's usually at 1000x RPM dropped a little. It varies, some times it a quarter of the way down, sometimes it's halfway, it very weird. Upon start up I've noticed a guzzling sound like my civic isn't getting gas, so it leads me to believe the fuel filter is acting up. My car isn't making any sounds at all, and what I mean by that is I don't think the timing is off, because if it was I would hear it, and I've been through that experience before.

I also checked online and saw that my timing belt may be on it's last legs too, I am planning to change it but I'm still learning on how to do it, so I'm not 100%. Then I also saw that it's normal for the needle to drop sometimes? Have no idea if that's true. Maybe it's sensor? It only drops when I'm at a red light, and it runs completely fine. (Honda Civic EX 2000 D16Y8 Engine Automatic)
