Default Screaching civic

I have a 2010 honda civic with 16,000 miles on it. It just started making a screaching noise that sounds like it is coming from the front of the car. I took it to a honda dealership and the told me it was the break pads that needed to be replaced. They replace the pads and it is still making the same noise. Does anyone have any ideas about what this could be. I didn't realize at the time but i haven't seen any indication that break pads should need replacing at 16,000 miles.

When the sound happen? When you're braking or just when you're driving with your foot off the brake(giving it gas)?
