shifter hitting exhaust

Default shifter hitting exhaust

So I have been hearing this tinny noise whenever I go over a bump. I know that the heat shield hits when you put on a short shifter, however that was removed. I looked under the car the other day while on a lift and noticed that the rubber circle part looks like its not attached to anything. It has about a inch play to it up and down when I pull up on the shifter. Does anyone know if I can put like a back strap on it to keep it held up or does something else need to be done?
