Default spedo and trip not working

ok first of all this hasnt worked in forever but i am finally getting around to fixing it i pulled up the 92 -95 usdm civic troubleshooting guide. it says check number 12 fuse did that no problem when it stoped working i was driving on a very large highway and some smoke came into the cabin o.O now i have pulled out the cluster and put the multi meter probes in i checked resistance in the cluster it seems the circuit is intact so im guessing its not the cluster leaving 2 problems the wiring i hope not or the vvs next im gonna check for voltage going to the vvs, then check the ground then i guess ill have to check for the pulse voltage. tell me if you think any of these things are wrong or i am missing something i wanna get this back working again.

thanks

Is CEL code 17 (VSS) thrown?

Definitely check whether the VSS power wire has battery voltage and whether the Blk wire has continuity to body ground.

The VSS has three wires: power, ground, signal. Start by checking whether the VSS plug has voltage and ground.

ok so i checked the yellow/ white wire which is power and the black ground and i only got .21 volts so then i checked the power wire to the battery ground same thing so im guessing i burned out the wire and that was the smoke. now the manual shows the yellow white wire coming out of the vss and splitting into the ecu and the speedo should i solder these connections as i assume they are important for something like to not happen again.

At the VSS plug, the power wire is Yel/Blu and the ground wire is black. Ignore the Yel/Wht signal wire for now.

1) Unplug the VSS and turn the key to ON(II). Do you measure battery voltage at the Yel/Blu wire terminal in the VSS plug (wire harness side)?

2) Do you measure continuity to body ground on the Black wire terminal?

To test the yellow and white wire (after confirming there is power to the yellow and blue wire), first check that there is NO continuity to ground with sensor unplugged. Then plug in the sensor, lift one wheel off the ground, turn key on (don't start engine), and turn the wheel slowly by hand with the transmission in neutral. You should get a voltage that goes on and off as the wheel turns.
