If the dash CEL is off and the ECU LED is not blinking any codes when the ignition key is turned to ON, then no fault codes are stored in the ECU. I recommend that you check the ignition timing and the timing belt synchrony of the cam and crank at TDC.

When the ignition timing is OFF, the engine can behave this way. The fact that the timing belt was just replaced also supports this idea.

I DID CHECK THE TIMING IT WAS OFF SO I GOT IT AS CLOSE AS I COULD AND IT RUNS ALOT BETTER I JUST NEED TO VAVLE TIMING RIGHT. BUT NOW I AM GETTING A CODE FROM THE ECU IT BLINKS 15 TIMES.

Yeah, if you cannot set the ignition timing exactly to spec, then the timing belt may be off by a tooth. However, code 15 may indicate that the igniter unit in the distributor is bad, which could also cause the problem you are experiencing.

I recommend that you first check whether the cam and crank are off by a tooth at TDC. If their synchrony is fine, then try replacing the igniter unit. Before replacing, remove the HAZARD fuse in the main fuse box for 10 seconds to reset the ECU. Only replace the igniter if code 15 returns after the reset. If you purchase a new igniter, save the packaging and receipt in case you need to return it.

I don't think your problem fits very well with a bad ignition switch.
