Default srs light

how do u reset the srs light on a 96 civic

The only way i know how to reset it is to fix the problem that is causing it to come on. Maybe a bad air bag or a wire unpluged.

well the light came on after i disconnected the steering column to replace the rack and pinion so idk what the problem is

You probably broke the clock spring by getting the wheel out of sync with the rack. Does the horn still work? It goes through the clock spring too.
