Question Stalls if not warmed up: 99 Civic ex

Whenever I start my POS civic up, I ALWAYS have to wait until it is warmed up before I can move forward. If I press the gas in the slightest it will drop from around 1400 rpm (It only idles high when it's warming up) down to about 100 rpm then slowly climb back up. If I do try and go forward before it has warmed up, once I take my foot off the gas, it stalls and then has extreme difficulty starting back up. None of this happens if it warms up. Is there anybody who knows how to fix this? Thanks!
Also, it's a 99 civic ex with a 5-speed. It was properly manual swapped by previous owner, idk if that could be the issue or not. I also replaced iacv, throttle position sensor, and 02 sensors and none of that worked.

Default Same problem!

I gave the exact same problem and I have civic 2004.
when I don't wait until it warms up, it stalls and i have to shut it off and turn it on again.
