Default Steering wheel clicking noise

Hi all.
I have 97 Civic EX, and it makes some sort of clicking noise from the steering wheel.
Say if I'm not driving and if i turn the steering wheel left and right slightly(just tiny bit) it makes "tick tick" kind of noise.
It's defenitely not coming from the bottom of the car, but I hear it right at the steering wheel head.
Same thing while I'm driving.
If I keep turning it, it's quiet, it's only when I go from left to right or vice versa making the noise.
Does anybody know what it is?
I was thinking of opening up the steering wheel head to see what it is, but I don't know how to.
Does anybody know how to open it up?

cause if its coming from under the hood/front suspension area, its a pretty serious problem. it would then probably be a ball joint/tie-rod end going out, and that would need fixed ASAP.

yeah I thought about that too, but it's making the noise right in between the steering wheel and dash board, inside the cover.
I wanna open it up and take a look at what's making the noise soooo bad!!!
But as I said, i dont know how to open it up.

its the clock spring, sorry people seem to point you to under the hood, very rude and obvious you know where the sound is coming from.
