The anti-theft mechanism on my 2002 Civic EX is being set off, much to the neighbor's discontent, due to the steering wheel not locking when I take the key out of the ignition. What's wrong and what price should I have to pay to have this problem treated? I've taken out the horn fuse as a short-term fix. Thanks for any help.
