Default Strange wiring issue!

I. I recently purchased a 1996 Civic and was told by the previous owner that the car ignition system was rigged to only work when the headlights were put on. They had this done to prevent their son from taking the car!!!! What can be done to restore it to it's original settings?

II. Because of the changes to the ignition system, there is an issue with the car starting properly... the first time it is started each day, it starts with ease, butonce I turn it off it will not start again until the following day!!! I can start it by jumping the sulinoid, but I would rather solve the problem than create more!

If there is anyone firmiliar with these issues, I would love to get their advice! I am quite handy and could do the work myself once I have the right idea about the cause of the problem!

Thanks,
Dave

The wiring for the lights in under the steering column, and also on the bottom left right next to the fuse box. maybe you can follow the wire that they installed into the light.
