Default symptoms of a bad o2 sensor

i pulled the CEL codes and figured out i have a bad o2 sensor (1) and a bad primary oxygen sensor heater (41) ... i also have a fluctuating idle once the engine is warm and i open the throttle a bit. i tried cleaning the IACV but that didn't work. could the o2 sensors be a factor in regards to the fluctuating idle?
