Tachometer problem

Default Tachometer problem

Hello. I have a 1999 Honda Civic LX with the D16y7 engine. The distributor was recently replaced by a local non honda shop. After the replacement, the tachometer has not been performing properly. I have inspected all wires and everything appears to be connected properly. Here is the problem:

When I start the car, the tachometer jumps to about 1000 rpms. With light acceleration the tachometer will barely move at all. With hard acceleration, the tachometer will move towards zero, and when the car shifts gears, the tachometer will jump back to 1000 rpm and the process will start over again. No other problems. Car starts fine, no misfires, etc. Thanks for your help.
