timing issue

Default timing issue

i have a 1998 honda civic 90thousand miles just replaced timing belt but i got a problem since i bought the car has had a fluctuation in timing by 2 degrees toward the front of car dont know if it's advance or retarted ,i just dont know if this is normal or if something causes this car runs fine no problems .just wont pass emission in idle .any ideas .thanks in advance

What are your results from the emissions test that may help narrow it down?

when you set the timimg, did you make sure you jumped the 2 wires under the dash?
